A similar quanrity of these were found a while ago, together with matching 25c and 50c, and the regular sales of those on ebay had brought the current value down (which will be reflected in the next catalogs.)
They currently sell for $25 in uncirculated condition.
The reason that the 2nd issue sells for a lot more is that no quantities of those have ever been found, whereas this is the 3rd or 4th time a number between 40 and 100 of these has shown up (quite possibly all originating from the same place)
