an old, "extra-soft" toothbrush; warm water; and a bit of patience. The 'history' was really imbedded, and didn't clean up completely on the first pass (which is normally the case). So I got it all sudsy and let it sit for a few minutes, working it a bit with my fingertips. That seemed to do the trick, and it cleaned right up with a second go of the toothbrush.
I let it dry on a towel, then put a small amount of baby oil gel on my fingertips and rubbed the oil around to coat them. Then I rubbed my fingers across the chip's surface (the baby oil freshens up the colors and restores moisture after cleaning). Then I let it dry overnight, and swabbed it the next morning with a Q-tip to smooth out/clean off any oil that hadn't absorbed. Put in an airtite, and Voila!
