I don't see what the problem is to allow people to smoke in the hallways outside the convention. These are wide and seldom used hallways other than to go in and out of conventions. Put some free standing ashtrays near the entrance/exits of the convention or, just simply request the casino have a designated smoking somewhere not too close, but not too far away from the convention room. Contact the some of the board members to set this up.
