Moe Dalitz was the factual head of the Cleveland Syndicate. No if's, and's, or but's. Moe Dalitz was crowed as "The man that built Las Vegas." Casinos, Hospitals, Country Clubs, etc.

His last built casino was the Sundance now Fitzgeralds. It opened about the time I went to work at the Four Queens in 1981.

The actual Gaming Control board came into being in 1955. They are the ones that started deep background checks.
