IMHO the following is pretty close.......

up to 30% below...a fair deal
40% below.....a good deal
50% below and higher...a great deal.

BUT....it's relevant to the purchase price too. The higher the price of the chip, the larger the dollars are in savings so if the chip was extemely rare, I'd have to reconsider the above.
