It never hurts to make an offer even if the seller doesn't list the item with the "Make An Offer" posting. I generally ask the seller directly by "contact" seller to ask a question. Most sellers just want to sell their item/product "period" and do not want to keep relisting it over and over again. I've been an E-Bay shopper since E-Bay began and the simple philosophy of it all, buyers buy and sellers sell.
