These chips were made for a planned "cruise to nowhere" boat that was set to sail from NYC out to international waters where the gaming could begin. Here is a link to an article regarding the venture:

The chips were made, but unfortunately NYC never granted the license and the project died. The chips were eventually sold to the open market.
The $25 chip is from the primary rack. The small dot on the "5" is a security feature to protect against conterfeits. The chips all uncirculated, Paulson H&C chips.
I only have three sets of these - I will have no more. $10 shipped in a bubble mailer. First three links to this post gets one.
