These chips were made for a planned "cruise to nowhere" boat that was set to sail from NYC out to international waters where the gaming could begin. The chips were made, unfortunately NYC never granted the license and the project died. The chips were eventually sold to the open market.

The $25 chip is from the primary rack. The small dot on the "5" is a security feature to protect against conterfeits.
