I don't think the binders full of chips would be a problem crossing the border. A while back I was returning to Canada by air and I had rolls of chips in my carry on bag.. It looked suspicious in the scanner so I got pulled aside and they checked ... they passed me when I showed they were collected chips.

If you don't get the answer you are looking for, it might be easier just to call Customs and ask.

Hopefully the weather is nice when you visit Niagara Falls... it is really beautiful. Also there are Hard Rock Cafes on both sides of the border.

My wife and I are leaving on a bus tour on Wednesday to the east coast thru the U.S. and will visit Niagara Falls on Oct 5 & 6 as part of the tour. We were there last year also but did not get over to the U.S. side. There is a lot to see on the Canadian side... this time we will have to walk over the bridge and visit the U.S. side and see what's there.
