Here's what we know: there's a 12th and Jackson in Seattle. There isn't in Billings or Mandan, ND. At least, not now.
That doesn't mean there wasn't a 12th and Jackson in Billings in the 1930's or 1940's when this chip was being used. Try correlating some Las Vegas addresses from the 1930's with those that exist now!
The New Elliot Tavern chip has been attributed to Billings for years, and I'm inclined to keep it there until we have some better evidence that it was used elsewhere. To me, the address itself doesn't do it.
I wonder if Bud Meyers might have a record of the chip, since he has most of the Portland Card Co. records.
