Seattle? My reasoning below...

There is a Jackson Street that runs from Elliott Bay (part of Puget Sound) eastward (Jackson is a couple blocks north of Qwest Field), it does cross 12th Avenue in what now appears to be a Vietnamese part of town. Just a thought. I looked at Mandan and Billings also, Mandan uses a quandrant system and does not have a Jackson Street. Billings has a Jackson Street but does not cross a 12th Street or Ave.
