Most likely done by hand with a putty knife and a gob of white lead. No automation in those days. No CPSC or OSHA either .
In the 1940's our house was painted several times and the painter mixed his own paint: white lead, linseed oil, turpentine, a few drops of tint, and japan dryer. Did a good job, but he died in his 60's with lead poisoning.
