Try using artist's oil paint sticks. It looks better to use an off white on most chips as bright white looks artificial. I think RobertE recommended this to me years ago.

Don't try it on chips with other than an unblemished, smooth surface or you will stain the face of the chip too. Rub the stick across the design and wipe off with a clean cloth.
