I have my website hosted on Earthlink. You get 10MB of free storage for every e-mail address you have and you're allowed 6 or 8 (I think 8) e-mail addresses.

For creating and updating the site I use a free program called Kompozer. It's website is: http://kompozer.net/ . It's very similar to Dreamweaver, but that's extremely expensive now since Adobe bought it.
