I just started using iPage. It was pretty easy to use and fairly reasonably priced in my opinion. They give you a site building facility and FTP capabilities if you want to build outside of their environment then upload. I use Kompozer to build my pages and FileZilla to upload. Both free to download. iPage also offers many different options but I just went with the basics. If you want to discuss it in more detail please email me.
