Up to 16 layers are used w/ BG solid core ~~~

~~~ while layers of application include both artwork and protective surfaces.
I've "peeled" many a plaque in the past 20-years and have illustrated full images in different stages. I've also illustrated the solid core BG (finished plaque) cutaway exposing all layers of material including the tule (mesh) and lame (ribbon)... even where the artwork/tule blends into the lunette; all of which is very similar to the contruction of laminated plastic (Formica) countertop material, except with that product it's craft paper construction, mostly.
Older molded bicolor/tricolor plastic-type materials plaques sometimes expand/contract and break right on their joint... I'm not sure what the process is today, though.
