The story behind the never released chips are that they were manufactured and delivered, but being a "hybrid" ceramic (ceramic chip with recessed area for permenant label) and slightly thicker, they could not be mixed with the old chips and fit into standard racks. Thus they were rejected (never put into play) and the middle chip was manufactured on the standard ceramic blank and put into play.
