How would one go about buying say a full rack (100 chips) or even say 20 chips of a new issue chip from a casino? Do you just walk up to the cashier and ask for a full rack of uncirculated chips?

Also, last week I was hitting a few cashiers and when I was at the Luxor trying to just get 2 $1 chips, they wouldn't sell them to me since they said "its against company policy to sell to collectors" I realized I made a mistake when I asked for 2 $1 new chips and saying that I collect them which I don't think I said the few places before. I was really carefull not to say anything about collecting at the next few places. I guess I made a mistake in saying I was collecting, or maybe the cage critters were just feeling like they wanted to be a pain even though they were not busy.

Does anyone have any tips in how to obtain new releases?
