I doubt that white $5 chip ever saw the casino. I think it is an error, or "floorsweeper". It doesn't appear to be altered, however, it may have been. With that type of chip it is fairly easy to remove the inlay and "create an error". For that reason, I would not give it much more value than the correct issued chip.
I bought it from a Nevada chip dealer that doesn't usually deal in non-Nevada material. The seller knew nothing about it.
