Look at this.
At the Convention I was also looking for Win Cards chips and when I visited Walter D's table, he had a cigar box of Win Cards chips. I plowed through it and found this Rail City NCV and at least 15 more just like it. I mentioned to Walter that the Rail City used a different 1 NCV for their Win Cards program, to which he replied that he got this blue chip (and the others) when he specifically went on a Win Cards chip acquisition trip to the casinos in that area of Nevada. When I asked him if he was certain that those were the chips in his package, he said that they had to be, otherwise: "Why would I have so many of that chip?"
I did not ask him the time period of that trip, but he was certain that these chips were in his Win Cards package. This suggests that an alternate chip was used either before the custom chips started to be used, or perhaps when there was a shortage of the custom chips. While possible that an employee may have just filled the bag with the wrong chips, Walter did get two packages of Win Cards chips, both were packed with this NCV version.
