Slack Manufacturing in Chicago is mentioned in a 1946 publication on carnival and arcade equipment. They were commenting on the difficulty of getting good wood after the war for their "penny pitch boards" and "wheels". Probably a dead end for attributing the chips unless you could find their sales records.
