Under 'Internet Options', there is a setting to "Empty Temporary Internet Files Folder" each time the browser is closed. If you have accidently checked this option, you will lose the cookies each time you exit the internet. Look at the attached print screen and note that the setting (in my case) has not been checked. Yours should also be unchecked. Worth a try ..
