I looked at their page of account types (https://www.paypal.com/cgi-bin/webscr?cmd=xpt/Marketing/general/PayPalAccountTypes-outside&nav=1.0.6). Looks like the normal account type for a buyer is a personal account. I don't see the option you are talking about.
