The notched chip on the right is a sample version, while the version on the left is probably a mock-up. The mock-up is simply a printed version of an inlay (on glossy paper, and not on inlay material) that is glued or taped (haven't looked yet) to a blank, red, H/C chip.
Notice the change from "NEW YEARS EVE CELEBRATION" to "HAPPY NEW YEAR 1995". Also, the denomination has moved from the left side to the right side, and the mock-up has a date of "94/95". There is also a subtle color variation of the balloons, ribbons and confetti in the background.
