No need for scans. All you need to include is a listing of the original chips that were sent out ... leaving ample spaces for the RR partiicpant who removed the chip and replaced it to list what the replacement chip was and his/her name. When people have to sign off on what chips they removed in an RR and have to record what they replaced them with, they soon develop a concience.
