Where exactly in the constitution do you see Government takeover of the Auto Industry, The Financial Industry, The Healthcare system?

Please show me the amendment to the Constitution that shows where the Governemnt has the right to determine the salaries of the top 10% of people in private industry?

Since you aparently have read the constitution, can you see what is happening?
