i just got this from one of my chipper friends today!
I discussed this chip with Lighterman. We do not know with certainty what it was made for but most likely it was a prototype that was not used. I think that after the MV Viking Princess $5, they made this prototype and decided to go with the Palm Beach Cruise Line chips with the shaped inlay instead(that is my theory). all 3 chips im talking about are below
