The 5 is being used at the top (NCV-5000) and only come out for the 2 table tournaments. So even though it is the chip with the lowest TCR value it is the chip that is seen less seldom. Their tournaments start at 25-50 level so there is no use for an NCV-5 to be a value of 5.
