Careful - raffles sometimes require a license
Here in Michigan, a raffle in which a contestant has to buy something or pay something is considered gambling (a lottery), and it requires a temporary license. You know those scratch-off cards you sometimes get from retailers, where you bring it with your purchases to the sales clerk and then scratch off to see how large a discount you get? In Michigan, a customer is allowed to scratch them off in advance to avoid having it considered a lottery that you pay for.
