maybe at least 10% of whatever is collected should go to the club. After that, if there's "leftover" money, maybe there could be some one-year membership dues awarded.

example...$1000 is collected. $100 goes to the club, leaving $900 for memberships. If the winner is at the $600 life-membership level, $300 is left in the membership fund. Draw ten raffle entrants for one-year memberships.
