I have tried to deal with Nevada gaming on the issue of chip disposition and they are absolutely inflexible. The only thing they will agree to is destruction. I had a client who had deals to purchase all of the Stardust chips subject to gaming approval which was summarily denied without any explanation. The same is true of chips used by Harrah's for the WSOP.

I had the same experience with gaming here in Washington. They ultimately relented and agreed that my client could buy obsolete Washington chips as long as they were resold outside of the state! Figure that one out--

Gaming hates collectors. They are paranoid about counterfeiting without, so far as I can see, any real evidence that it's a risk. If one of their decision makers came to our convention and saw the number of chips available there, perhaps their concerns about counterfeiting would, at least to some degree, be resolved.
