A 7-star card at any Harrah's property requires a minimum of 100,000 tier credits in one year. The Diamond card requires 11,000 credits in one year which requires fairly consistent gambling in the $25 - $100/hand range. Most of the 7-star holders I have seen have been "plungers" or in the High Stakes areas most of the time.
