Now you can charge for shipping, insurance, packing supplies, a reasonable amount for handling, etc. But you can't make insurance optional. For one thing, the buyer is usually automatically given PayPal insurance when he pays by PayPal, so the "optional insurance" line is kind of bogus or unnecessary.
