The early silver coin inlays used by Bud Jones had black surfaces inside the letters. I was never sure how this was done, but probably paint or plastic on the surface of the die when struck. I wonder if that's what you are seeing on the early brass coin inlays... not antiqued, but black lettering applied by the same process as on the steel inlays.
