I get the impression that most Washington public officials as elsewhere - they talk first, blurt, bla, bla, bla and then a day or so try to say different things than what they intended at first.

She did not try to ask for clarification on the question but blurted and showed so much anger in her answer - infront of an international forum.

The jest of the clarification seems to "blame" the questioner for her behavior - that is my readings on this postmortem statement from the spokesman. She did what she did because of him.
