Regs are written by gaming with the casinos input and become state law.
Internals are written by the casinos and become state law.
Casinos must follow gaming regs and they must follow their own written internals. So in effect internals become enforceable by the gaming commission (state law).
Internals are basically how a casino is going to comply with gaming regs. They can not write an internal that conflicts with a gaming reg.
I agree, when I came to NV in 1980 lots of casinos allowed you to buy food with chips.
They were violating gaming regs and federal law doing it.
The federal law that allowed chips to be used in casinos for gaming purposes prohibited the use for anything other than gaming.
If a casino has written an internal saying they will NOT sell chips at the cage, then they can not do it. But, they wrote it!!!!
