Anything is possible but I assume the place existed, at least at the time of the order.

I don't believe the chips weer ordered for gambling. As the only tourist spot in the area having a cards and chips available for the snowbirds from New York seems logical.

After all, how many movies have you seen where the men spend their vaction playing cards while the wives and children stay by the pool (or beach) -- Flamingo Kid, Dirty Dancing are two movies that come to mind.
