This area was rife with fraud. EBay has tried reminding people time and again that legitimate second chance offers will come through the eBay message system, and we should not rely on messages received through e-mail. A certain level of distrust remains, but buyers can protect themselves by relying on the eBay message system.
I have used the second chance system to sell a lot of product, and have bought a few that way. A second chance offer is based on the potential buyer's highest bid, which of course was unsuccessful in the auction. If I keep my bids reasonable - based on what I want to pay - a second chance offer to me as buyer is great. If I use this feature, I never pay more than I wanted, and I pay less than the first auction's final price. Bidders who do not trust their own bids are probably getting carried away with the excitement of the auction process.
As a seller, if I find I can make a decent profit from second chance offers, I use them. I do not have to pay to list the item, and I do not have to wait for a new auction to conclude and for payment to arrive. If I have a large quantity of items, it can be a good money-maker.
