As for the drop chips...
The cage in this instance may not be warned of the same policy (you will be fired) as would they be in table games (or poker). I would find it hard that you would get fired for selling a drop chip, maybe a warning. The dealer probably told you that so he/she would not have to deal with you and your need for that chip. That would not make the Cashier clueless. The drop chips might not even make it to a front line cashier, they may be in the poker cage or the chip bank after they are brought back up by Soft Count.
In fact worrying about chips is probably the last thing a "Cage Critter" is thinking about when they are doing their job. There are more things a Cashier does other than counting and sorting chips. I don't want to blow your belief system about the workings of the cage.... The world in the cage is not "Chip Centric". There is much more going on in the cage than most guests see from the cage window.
