The chips could easily have been provided for recreational purposes (note: no denominations). Clubs like the Racquet Club, Chicago, Olympic Club, Denver Athletic Club, Dallas Athletic Club, etc all had chips. I wouldn't think that any of those were gambling joints. Chips (and cards) would have been just another amentity provided by the clubs.
