Now that this is over I think that the executive should consider electronic(email) voting.
I know that it is a lame excuse for not voting but I firmly believe that you would get more voters if you did not have to mail in your ballots.
People get lazy...me included...and I do believe that paper does not work in a format like this.
Let's put it this way: Try it once to see if if it improves the situation.
One vote per member with an actual voting period(pick the time frame) like a real election. What is the worst case scenario....? Less votes?
Time to try something different to see what happens.
