After researching this set for over a year, and with alot of assistance from some great people here, and Chip Talk, it belonged to Eisenhower. I spoke personally with the man who made this set of chips, and with the people who were associated with TR KING. We have everything in place, all of the "Provenance", verified, and we can provide what information is needed to anyone who so chooses to bid on this set.
