I believe (and someone please correct me if I'm wrong) Cordish offered $700 million in February 2008, but state appointed conservator Gary Stein rejected the offer thinking he could get $1 billion. The local media is reporting that the recession is to blame but Stein rejected the Cordish bid 6 months BEFORE the recession hit in October 2008.
