The Excelsior Club was a social club only for upwardly mobile Jews with German cultural backgrounds. The club was located on Euclid Ave in Cleveland. The chips were ordered in 1926 even though the club was formed in 1872 (They should have ordered ivory chips!).
The litho appears to be some sort of heraldry with a lion (more like a cat) passant (although the "E" and "C" appears to belie that). There's always a story with these old chips!
