As I mentioned before, high class places had chips for the use of their patrons. I assume the Casino de PR had a game room. Note that the CPR chips have no denomination. Although they could be roulettes, I think they were for poker.
If the Casino de Puerto Rico was a fly by night joint, I would not be as confident.
