overlay zoning that any run of the mill casino can build on. This wasn't the reason I voted against his project, but he never did have the money to complete it, or even start it. His casino project has produced lawsuits from neighboring properties and now we are stuck with the zoning. He will still make money on the land because it wasn't originally zoned for gaming which sells for substantially more. I will be glad to be done with this white elephant. A good lesson in unintended consequences for the board of commissioners.
