I don't clean all my chips but will confess to cleaning some.

I use the Armor-All Multi Purpose Cleaner with a soft toothbrush then dab it dry. I'll follow up with Armor-All Original Protectant, rubbed in gently with my finger tips and after a few seconds wipe away the excess. I'll repeat step two if the chip is really dull.

I don't ever rinse with water.

I almost feel like I'm being baited here...
