The seller is asking for an offer. I agree that if the seller asked for an estimate of the value, the moral path is quite clear.

As for the highest moral plane, I think that really is the dilemna. Volumes have been written about the highest moral path in sociological situations...i.e. murder in self defense, stealing to feed the family, etc. Perhaps the key is the seller's cognizance of the value?
