Circus Circus Question

In the 10th edition of The Chip Rack, I noticed something odd as I was cataloguing entries into my collection.

The following chips were purchased as part of a lot about a month ago and I was somewhat upset to see someone had taken a marker or something to these chips so I set them aside to decide what I would do with them later when the same TCR# caught my eye a few rows down. To my surprise, or shock, a higher value was placed on a modified chip!

I don't know which of these chips is considered "Modified" or "Damaged" (maybe someone can enlighten me) but the damaged chip has the same "value" as a perfectly normal specimen and the modified chip has a higher "value" than both of the others!

I'm new to chip collecting so I have to ask... WHY? Doesn't this encourage others to purposely "modify" chips? Aren't there enough obstacles we have to deal with, in regard to chip rarity?

Again, I must state I am a fairly new chipper. Please help me understand.
