I can't say anything about chips since i only started collecting them and I don't really collect for value. but, from my sports memorabilia days, the book was used as the starting point and then you'd basically take half of the book value to determine the street value.

A chip is "worth" only what somebody else is willing to pay for it. regardless of what a price guide may say. So, if you have a chip that a guide lists at $10.00 and you cannot find a buyer for it is it because nobody wants that particular chip at all or nobody wants it at $10.00? It's a tough call.
